It was Britain, courtesy of Prime minister Neville Chamberlain, who declared war on Germany (on Sept. 3, 1939). Further, Germany only bombed British cities in response to prior British bombing of German cities. Furthermore, a mere declaration of war (be it by Britain on Germany, or by Germany on the US) does not justify (or necessitate) an actual going to war.

The US could have declined the "invitation" to war with Germany following the German declaration of war with the US on Dec. 11, 1941. It was British and American hubris which brought them into war with Germany. Had Britain, France and the US left Germany alone (i.e., not declared war, or antagonized them) in September 1939 et seq., then Germany would have been free to conquer the Soviet threat to western Europe (see "The Chief Culprit" by Viktor Suvorov).

But for British, French and American interventionism, Germany would have conquered the USSR, France would have not been invaded by Germany, Britain would not have been attacked by Germany, and the US would saved perhaps 200,000 American lives.

The end result would be that Eastern Europe was dominate by Germany. So, what's the big deal in that to America in 1940? Let's face it - WWII (in Europe) was initially all about Germany and its neighbors to the east. It was only Britain who (once again) made it a global war, all in order to protect the British Empire.

Near the end of the War, the starving Central Powers were led to believe there would be a just settlement if they surrendered. But our European allies couldn't constrain their greed.

The Treaty of Saint-Germain-en-Laye (1919) that dissolved the Austro-Hungarian Empire established the Republic of Austria, consisting of the truncated, German-speaking regions of the Habsburg state and ceded many of its lands and peoples to the victors. From the stolen lands, the European allies created Czechoslovakia, Poland, and the Kingdom of Slovenes, Croats, and Serbs, renamed Yugoslavia in 1929. The European allies also gave South Tyrol, Trieste, Trentino, and Istria to Italy, and Bukovina to Romania. The Treaty also forbid Germany and Austria from uniting.

The Treaty of Trianon was worse. It cost Hungary an unprecedented 2/3 of her territory, and 1/2 of her total population or 1/3 of her ethnic-Hungarian population. Add to this the loss of all her seaports, up to 90% of her vast natural resources, industry, railways, and other infrastructure.

Millions of Hungarians saw borders arbitrarily redrawn around them, without plebiscites, ignoring President Wilson's lofty goal of national self-determination.

The absurd treaty ignored a millenia of nation building and age-old cultural affiliations, created arbitrary borders and new countries, and created millions of new minorities who today struggle for survival of the ethnic identity.

The Treaty of Versailles forced Germany to concede territories to Belgium (Eupen-Malmedy), Czechoslovakia (the Hultschin district), and Poland (Poznan [German: Posen], West Prussia and Upper Silesia).

The Treaty handed to the German delegates at Versailles was a harsh break from the fair and equitable treaty that had been promised them. The Germans felt betrayed and deeply resented how the Allied Powers deceived and mistreated them. Because of this deceptive & harsh treatment, "nearly every person in Germany was ready to break the Treaty at the earliest possible opportunity."

Our American Congress was so shocked and dismayed by the European victors' duplicity and greed that it refused to sign the Treaties.

I think the allies starved the Germans in WW2, as well. All the major world powers assaulted Germany on multiple fronts.

Hitler ran out of oil. Without fuel his airplanes were on the ground, his tanks (and supply trucks) got abandoned alongside the roads or in fields; his railroads, roads, bridges, and supply routes were destroyed during the countless allied bombing raids on Germany; and he couldn't feed or provide his troops with needed clothing, supplies, equipment, and munitions; etc.

Germany was surrounded and the allies ruled both the oceans and the air. Nothing could get in, and nothing could get out of Germany.

After the massive destruction of Germany's production facilities and means of transportation, Germany couldn't produce enough needed food and critical supplies and couldn't effectively transport the meager rations and supplies it could produce. In desperation, Hitler probably established an emergency supply system (like medical triage), with needed food and supplies going first to soldiers in the field; then to German civilians; next to forced labor; and last to Jews and prisoners that couldn't work.

Much is known about German starvation in WW1, but little is said about it in WW2, despite the facts that the allied blockade was equally or even more effective and the destruction of German production facilities and transportation systems was far greater in WW2.

German starvation during the period 1945-1950 is well documented though.

One week later Roosevelt embargoed the export of such grades of oil as still were in commercial flow to Japan.”[2] The British and the Dutch followed suit, embargoing exports to Japan from their colonies in southeast Asia.

Roosevelt and his subordinates knew they were putting Japan in an untenable position and that the Japanese government would likely strike back against the stranglehold. Having broken the Japanese diplomatic code, the Americans knew, among many other things, what Foreign Minister Teijiro Toyoda had communicated to Ambassador Kichisaburo Nomura on July 31: “Commercial and economic relations between Japan and third countries, led by England and the United States, are gradually becoming so horribly strained that we cannot endure it much longer. Consequently, our Empire, to save its very life, must take measures to secure the raw materials of the South Seas.”[3]

Roosevelt and his staff knew as well that Japan’s “measures” would include an attack on Pearl Harbor.[4] American military commanders knew that if hostilities broke out between the United States & Japan, Japan's most probable move would be to attack America's naval fleet in the Pacific wherever it was located. Yet, they withheld this critical information from the commanders in Hawaii, who might have headed off the attack or prepared themselves to defend against it. That Roosevelt and his chieftains did not warn the commanders in Hawaii makes perfect sense. After all, the impending attack constituted precisely what they had been trying to provoke for a long time. As Stimson confided to his diary after a meeting of the war cabinet on November 25, “The question was how we should maneuver them [the Japanese] into firing the first shot without allowing too much danger to ourselves.”[5] After the attack, Stimson confessed that “my first feeling was of relief ... that a crisis had come in a way which would unite all our people.[6]
