Não é difícil entrar em contacto com membros da população negra em São Paulo, considerando que representam mais que a metade da população humana total da cidade. It is not difficult to come into contact with members of the black population in São Paulo, considering that they represent more than half of the total human population in the city.
Porem, infelizmente, o que é dificil é manter boas relações com eles. Em geral, seu comportamento e sua cultura fortemente discordam do que é geralmente considerado como próprio de pessoas civilizadas. However, unfortunately, what is difficult is to keep good relations with them. In general, their behaviour and their culture strongly clash against what is generally considered as proper of civilised people.
Evidentemente não pode falar-se em termos absolutos, porque sempre existem diferenças individuais e culturais, mas estatísticamente é uma verdade inegável que a maioría de negros não são capazes, ou não esforçam-se, para atingir níveis educativos, profissionaes e sociaes aceptáveis. Obviously it is not possible to speak in absolute terms, because there are always individual and cultural differences, but statistically it is an undeniable truth that a majority of blacks are not capable, or do not make an effort, for reaching acceptable educational, professional and social levels.
Uma das consequencias de esta situação é a elevada incidencia de criminalidade, bem mais alta quando perpetrada por negros que por brancos, desde pequenos furtos até assassinatos hediondos e repugnantes. One of the consequences of this situation is the high incidence of criminality, much higher when perpetrated by blacks than by whites, from petty stealing to repugnant and hateful murders.
O problema não é suficientemente reconhecido por grande parte dos meios de difusão de noticias. Imprensa, radio, televisão ou outros meios, invariávelmente tendem a minimizar o facto de que elevada proporção de criminosos são membros da população negra. The problem is not sufficiently recognised by a significant part of news media. Press, wireless, television or other media, invariably show the tendency to minimise the fact that a high proportion of criminals are members of the black population.
